STARCOM Publishes Foundational Doctrine on Space Planning Published March 13, 2022 Peterson Space Force Base, Colorado -- STARCOM Publishes Foundational Doctrine on Space Planning Space Training and Readiness Command (STARCOM) achieved a significant milestone recently with the signing of Space Doctrine Publication (SDP) 5-0, Planning--the first piece of doctrine published since the Space Capstone Publication, Spacepower was signed by the Chief of Space Operations in August 2020. “The once peaceful domain of space is now highly contested by very motivated and capable adversaries,” said STARCOM Commander, Brig. Gen. Shawn Bratton. “The critical, foundational step to ensuring our Guardians are trained, equipped and ready to fight and win in an increasingly threatened space environment is publishing the doctrine necessary to guide them on how best to organize and employ today’s military space capabilities in support of resilient and defendable space power projection.” SDP 5-0 provides authoritative guidance on: Planning and the levels of warfare, the competition continuum, principles of spacepower planning, effective spacepower planning, joint functions, and joint operations in the planning process. It also covers implementation of the 8-step Space Planning Process from initiation to execution as well as additional planning considerations such as command and control assessments and lessons learned. “For planners, current and future, we published this doctrine publication for you, as it is you who will lead us as we plan and execute space operations.” said Col. Jay Fulmer, Commander of STRACOM’s Delta 10 which is responsible for doctrine development. “The employment of air and space power are very different, which is why it’s imperative our Guardians have doctrine which provides considerations unique to spacepower planning. This doctrine is the language of our profession.” While the doctrine development team is small, they rely on subject matter experts from across the space community to ensure new doctrine includes the most innovative, realistic and actionable guidance. “This small but mighty doctrine development team in Delta 10 is deeply committed to ensuring our Guardians have the guidance needed to prevail in a contested space domain,” said Lt. Col. Paul Land, Chief of Doctrine and Tactics for Delta 10. “I couldn’t be prouder of these professionals and the work they have done and continue to do to support our joint warfighters.” In addition to the publication of SDP 5-0, a number of other doctrine documents are currently in various stages of production and coordination including SDP 3-0 focused on space Operations.
